Chemonics seeks a new business associate to join the Europe and Eurasia Division (E&E). E&E currently has 13 active projects in six countries, in diverse technical sectors spanning economic growth and trade, education, land/agriculture, democracy and governance, as well as human and institutional capacity development. E&E’s upcoming new business portfolio includes new opportunities in competitiveness, agribusiness development, media support, public financial management, livelihoods and rural development, and local governance. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Use external information sources, such as FedBizOpps and, to monitor forward new business market information, keep internal trackers and ensures files are up to date, and share timely information with the new business team

  • Identify and select internal staff to participate on proposal teams, represent the new business team during live proposal meetings by taking notes and ensuring the team has necessary resources, perform proposal quality assurance, and facilitate proposal team debriefs

  • Lead new business recruitment efforts for expatriate and local staff, including sourcing candidates, conducting interviews, checking references, collecting employment verification documentation, deciding upon finalists, and negotiating salaries.

  • Participate and serve as mentor on proposal teams in specific line roles including, but not limited to, past performance, corporate capabilities, resume formatting, expatriate and local recruitment, coordinator, section writer, cost volume, and managing communications and agreements with potential and selected subcontractors

  • Travel to the field as a Chemonics representative to conduct information gathering regarding new business efforts, including meeting with the client and potential subcontractors and partners. Inform decision-making regarding strategy, subcontractors, and partner on proposal efforts

  • Attend internal and external events and conferences to collect information and network

  • Coordinate new business orientation for new employees, including demonstrating comprehensive knowledge of the new business team’s functions, updating materials, and scheduling and facilitating orientation sessions

  • Partner with manager- and director-level staff to complete information-gathering trips for anticipated proposals

  • Attend technical practice meetings to share knowledge regarding the status of solicitations and capture relevant technical, recruitment, and partner information to relay back to the new business team

  • Screen potential subcontracting partners and make engagement recommendations to proposal and new business teams

  • Recruit and provide logistical support to new business consultants, including collecting biodata verification information, drafting agreements, coordinating travel logistics, tracking level of effort and payments, and submitting payment requests

  • Contribute to technical practice(s) as appropriate

  • Serve as acting new business manager as necessary


  • Bachelor’s degree or equivalent work experience; Master’s degree preferred

  • Minimum two years of relevant administrative or professional work experience

  • Demonstrated ability to communicate clearly and concisely in both verbal and written communications; strong cross-culture communication and sensitivity skills

  • Demonstrated ability to handle routine administrative tasks and operational issues

  • Ability to multitask with strong attention to detail, organization, and time management with minimum oversight

  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives

  • Demonstrated ability to mentor others

  • Excellent customer service and interpersonal skills

  • Ability to work independently and as part of a team

  • Demonstrated resourcefulness in problem solving and initiative to learn new skills.

  • Strong knowledge of MS Office applications

  • Relevant regional language proficiency preferred

  • Previous experience working in international development and/or living or conducting volunteer work in developing countries preferred

  • Willingness to travel and work abroad in less developed countries for at least 4 to 8 weeks per year
