This position serves as Administrative Officer for the Office of Human Resources (HR), U.S. Peace Corps. This position reports to the Chief Human Capital Officer (CHCO) and serves as the primary for all office activities involving Budget and Finance, Procurement, Contracting, Travel, Human Resources, Records Management, Security, and other administrative activities. This position provides assistance to the CHCO in addressing sensitive and confidential office management matters.

The Administrative Officer performs the following major duties:
- Conducts reviews and analysis of administrative programs and activities and develops and recommends short and long-term solutions, ensuring internal controls measures for effective and efficient HRM’s administrative operations.
- Responsible for all administrative functional areas of HRM, such as budget, finance, procurement and contracting, human resources, property, space management, telecommunications, internal controls and other administrative service functions.
- Develops plans for budget execution, budget estimates and justifications for the CHCO, and budgets of each sub offices serviced, exercises fund controls; analyzes/reconciles cost and obligation ledgers against actual expenditures; and appropriate action.
- Provides oversight and management of Peace Corps Human Resource contracts and inter-agency agreements.
- Prepares work statements, evaluates proposals, recommends source selection, and reviews, guides and directs contractor’s performance.
- Responsible for answering inquiries relative to employment, answering inquiries relative to employment, and interpreting Federal policies, regulations, and Peace Corps procedures.
- Coordinates Government Travel cards, reviews all request for travel and reimbursements. Interprets Federal travel regulations.

Intelligence Background Information
Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. This vacancy is being announced at one (1) grade level:
Qualifying experience for the FP-3 level includes one year of specialized experience at least equivalent to the FP-4 or GS-11/12 grade level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience with administrative management processes and practices related to budget appropriations, contracting/procurement and human resources to support management with budget execution and systems and processes; experience with federal procurement, i.e., serving as a certified contracting officer, contracting officer's representative or purchase card holder; experience applying analytical and evaluative methods and techniques to issues or functions related to office administration; experience applying pertinent laws, regulations, policies and precedents which affect administrative operations; experience with financial systems in order to reprogram, monitor and track funds; experience with managing major issues, program goals and objectives, work processes, and administrative operations of the organization; experience in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations.
