Our client is looking for a Program Manager to join their team and manage an enterprise wide Oracle E-Business Suite project for the US Coast Guard. The ideal candidate will have a PMP certification and experience working with a large or middle-tier systems integrator. A successful proven track record of executing and growing multiple projects simultaneously is a must. The work will also involve developing excellent client relationships and looking for opportunities to expand their business.

Task Order Management:

  • Provide direction and guidance to a team's ranging from 2 to 30+ Handle monthly status reporting

  • Attend management meetings and provide insight to project schedules and deliverables

  • Work with Technical Team Leads to ensure all technical objectives and service level agreements are met and exceeded.

  • Manage all stakeholders and build strong customer and subcontractor relationship

  • Accountable for day-to-day operations to ensure the delivery of quality and cost efficient services to the customer.

  • Manage and coordinate urgent and complex support issues and act as an escalation point

  • Provide reporting of KPIs and trends on the team delivery in an ad-hoc and regular reporting basis

  • Develop and refine support management processes to ensure timely issue resolution and high-quality customer service.

  • Oversee/management enhancement projects. Assure scope and requirements are monitored and controlled throughout the project's lifecycle.

Internal Project Reporting and Administration

  • Present project quality, client and team satisfaction, and project success metrics during regularly scheduled and ad hoc project review meetings with the managing director

  • Track and report weekly on percent complete, budget burn, earned value, slippage, project effort and duration to complete and other key project metrics

  • Keep an accurate risk tracking document with an associated mitigation plan

Client Management

  • Continually seek opportunities to increase customer satisfaction and deepen client relationships

  • Build a knowledge base of client' mission, organization and objectives

  • Manage day-to-day client interaction, identify needs, expectations, and evaluate alternative business solutions

  • Develop lasting relationships with client personnel that foster client ties

Project Accounting and Finance

  • Understand basic revenue models, P/L, cost-to-completion projections and makes decisions accordingly

  • Understand our pricing model and billing procedures

  • Accurately forecasts revenue, profitability, margins, bill rates and utilization

  • Tracks and reports team hours and expenses on a weekly basis

  • Manage project budget and analyze project profitability

  • Determine appropriate revenue recognition, ensuring timely and accurate invoicing, and monitor receivables for project

Project Communication

  • Work with account director to ensure clients achieve an understanding of expectations, deliverables, dependencies, risks and progress

  • When appropriate, work directly with clients, or in concert with account management and/or team leads, to secure sign off on deliverables or documentation

  • Communicate progress, risks, expectations, timelines, milestones and other key project metrics to clients and team member

Qualifications

  • Bachelor's degree in a related field and/or equivalent work experience

  • PMP certification required

  • 10+ years of experience in a project management position

  • 5+ years of experience in managing IT projects

  • Located in the greater Washington DC or VA Beach, VA area

  • USCG experience a plus

  • Experience with Oracle E-Business Suite a plus

  • Demonstrated ability to establish and maintain effective relationships and partnerships with key stakeholders
